星火电竞 Recovery Centre (星火电竞 ) is an advanced facility being built in Western Sydney, committed to the innovative, efficient and sustainable recycling and recovery of waste. 星火电竞 is wholly owned by Bingo Industries Group.

A resource recovery centre is a licensed facility that collects, recovers and reprocesses waste and materials into valuable resources instead of sending it all to landfill. This process provides a better, more sustainable future for the community and the environment.

星火电竞 is located in Orchard Hills, 55 kilometres west of Sydney CBD. It is 4.1km from the M4 Western Motorway off-ramp and a further 7.8km from the Westlink M7 Lighthorse Interchange.

Development of the 星火电竞 is scheduled to begin in early 2018 with operations expected to start in July 2019.

Yes. 星火电竞 will generate job opportunities. We will employ 10 – 15 people in the construction phase of the development with 20 full-time and 10 part-time contractors expected to be required during the operational phase. Suitably qualified local applicants and businesses will be prioritised.

星火电竞 will only accept commercial and industrial (C&I) and construction and demolition (C&D) waste types.
We will not accept any putrescible waste – which means NO FOOD OR ODOROUS WASTE WILL BE ACCEPTED.
WE WILL NOT ACCEPT ANY HAZARDOUS WASTE.
Our aim is to recover and resell as much material as possible from the processed waste. Bingo is trying to avoid, as much as possible, sending waste to landfill – and achieves some of the highest percentage of recycling in the industry. Their processes and management systems are all certified and accredited to international best practice standards for safety (AS4801) quality (ISO 9000/9001) and the environment (ISO 1401).
C&I waste is waste produced by institutions and businesses; including waste from schools, restaurants, offices, retail and wholesale businesses, and the manufacturing sector.
C&D waste refers to waste produced by demolition and building activities, including road and rail construction and maintenance and excavation of land associated with construction activities.

At 星火电竞 , we aim to recover and resell as much material as possible. Materials like paper, cardboard, flexible and hard plastics, and construction waste materials such as concrete brick and timber will all be recycled and re-purposed wherever possible. Materials that cannot be recycled will either be landfilled or transported off-site.

No. We will not be taking household waste. Household waste is classified as putrescible waste meaning it contains organic matter that is liable to putrefaction (rapid degradation by microorganisms). 星火电竞 will only accept non-putrescible waste.

No. 星火电竞 will not emit offensive odors. This is because we only accept non-putrescible waste, which does not readily decay under standard conditions. This waste also will not attract vermin or other vectors such as flies, birds and rodents.

Noise levels will not exceed those set out in the Conditions of Consent. Wilkinson Murray (February 2012) conducted a noise impact assessment that reveals noise during site assessment is predicted to be below the recommended guidelines. Acoustic mounds and existing bund walls will provide noise containment. The Project Approval limits the level of noise during construction to 43 dB(A) and 39 dB(A) during normal operations. The EPA’s 2011 Noise Policy describes these limits as being a “quiet countryside” and a “quiet suburban area”. 星火电竞 will conduct noise assessments to ensure compliance with these guidelines.

All vehicles will approach the project site via Mamre Road, Luddenham Road and Patons Lane.
Vehicles travelling to and from the north would likely exit and enter Mamre Road from either the M4 Western Motorway or Great Western Highway. Vehicles travelling to/from the south would enter and exit Mamre Road from Elizabeth Drive and subsequently the Westlink M7.
Vehicles will not travel on local roads between the Project Site and the M4 Western Motorway or Westlink M7 except when materials are being received from and delivered to those areas.

Approximately 102 heavy vehicle movements are expected per day during site establishment, which is under half of the maximum 250 movements approved in the Condition of Consent for the development. We will keep an accurate register of these daily movements to ensure we adhere to these guidelines.
Traffic generated by 星火电竞 will not significantly impact the performance of local roads or intersections. This is confirmed in a Traffic and Parking assessment carried out by Traffic Solutions Pty Ltd (2010).

During both the construction and operational phases of its development, 星火电竞 will operate Monday to Friday from 7am to 6pm and on Saturday from 8am until 2pm. The facility will not operate on Sundays or Public Holidays.

Yes. The 星火电竞 development has been approved following an exhaustive process involving input from community groups, residents, Penrtih Council, the NSW Department of Planning and Environment and the Land and Environment Court. Yes. We have kept a rigorous record of all concerns expressed in the past, and these were all considered as part of the original approval process for this project. 星火电竞 will not affect groundwater, surface water, ecology, heritage or soils and land capabilities.
Our team is committed to ensuring the responsible and sustainable environmental management of the 星火电竞 site and surrounding area, now and in the future. We will implement all reasonable and feasible measures to prevent and/or minimise disruption to the environment that may result from the project.
We have made all environmental reports and approval processes to date accessible on our website. Once the project has reached Operational Phase, the website will also host live monitoring of dust and noise levels at the site, as well as Annual Environmental Management Reports. Bingo Industries Group completed its acquisition of the 星火电竞 Recycling Centre (星火电竞 ) site on 11 December 2017. Bingo has a very long-term view will develop and operate the 星火电竞 , predominantly as an internal asset for Bingo. We have 14 sites operating in NSW, with a dozen in Sydney, one in Newcastle and another in Wollongong. Further growth is now constrained by their processing capacity. Paton’s Lane is a strategically sensible purchase to increase that capacity into the future.
